Remarks by Ambassador Liu Xiaoming at the Reception for the 58th Anniversary of the Founding of the People's Republic of China

Fellow Ambassadors and Heads of Missions,

Comrades and Friends,

On the occasion of the 58th anniversary of the founding of the People's Republic of China, my wife and I have the great honor to host this reception. We would like to express our heartfelt thanks to Vice-President Yang Hyong Sop and all distinguished guests present tonight for joining us in celebrating the National Day of the Chinese People.

Fifty-eight years ago, the People's Republic of China was founded after years of heroic struggles waged by the Chinese people under the leadership of the Chinese Communist Party. This earthshaking event marked the greatest and the most far-reaching social transformation in Chinese history and opened the way towards the rejuvenation of the Chinese nation. Over the past 58 years, the Chinese Communist Party has led Chinese people of all ethnicities to turn China from a poor and backward country into a thriving and prosperous new nation. Along the way, many crises and challenges have been overcome as the Chinese people have found and traveled the correct road to development that suits China and conforms to the trend of the times.

Over the past 58 years and especially since the adoption of the Reform and Opening-up policy 29 years ago, China has made remarkable achievements in a drive for modernization that has gained worldwide recognition. The average annual growth rate of GDP reached 9.7%, elevating China to the 4th place in the world; the per capita income surpassed 2000 US dollars, making China a middle income country; China's trade volume jumped from 20.6 billion US dollars to 1.76 trillion US dollars, ranking in the 2nd place globally. The impoverished population of China's rural areas has been reduced from 250 million to 20 million. With the people's level of education significantly improved and cultural activities more available, the social and cultural underpinnings of China have developed side-by-side with China's unprecedented economic prosperity. Now, the Chinese Government attaches great importance to sustainable development and places great emphasis on implementing the Scientific Development Concept, "putting people first" and stressing comprehensive, harmonious and sustainable development. Under the guidance of those principles and policies, the Chinese people are vigorously working to embrace the coming 17th National Congress of the Chinese Communist Party and the 2008 Olympic Games. They are contributing their energy and hard work to achieve national reunification at an early date and to make China an even more prosperous nation.

The development of China is not only beneficial to the 1.3 billion Chinese people, but also conducive to world peace and prosperity. China adopts an independent foreign policy of peace and adheres to developing friendly and cooperative relations with other nations on the basis of the Five Principles of Peaceful Coexistence. China has been and will continue to be steadfast on the road to peaceful development. Based on the concept of building towards a harmonious world, China will develop herself by working to achieve a peaceful international environment while contributing to world peace and the economic development across the globe through China's own development. A prosperous, democratic, harmonious and modernized China will make even greater contributions to world peace and human progress.

China and the DPRK are friendly neighbors. The China-DPRK friendship enjoys a long history and glorious tradition. Under the direct care and guidance of the top leaders of our two countries, this friendly and cooperative relationship has made fresh progress on every front since the beginning of this year. Politically, we have maintained high-level exchanges and communications. Bilateral political consultations have been further strengthened. Economically, our cooperation yielded positive results. Bilateral trade has shown strong growth. In the cultural, educational and healthcare areas, the two countries have conducted frequent mutual visits, while exchanges in the fields of art, broadcasting, sports and publication are vibrant, enriching the cultural lives of the two peoples and deepening the bonds of friendship between the two countries. In the international arena, China and the DPRK have supported each other. The DPRK upholds the "one China" policy and strongly opposes separatist activities of Chen Shuibian and the Taiwan authorities. China appreciates the clear-cut and steadfast support by the DPRK on the Taiwan issue. In the Six Party Talks on the nuclear issue of the Korean Peninsula, China and the DPRK have enjoyed close coordination and cooperation, making important contributions to the process of denuclearization of the Korean Peninsula and assuring the maintenance of peace and stability in the region.

It is unswerving policy of the Chinese Party and Government consistently to consolidate and develop the friendly and cooperative relationship between China and the DPRK. I firmly believe that the development of this relationship will not only benefit the two peoples, but also help to build a harmonious Northeast Asia and to maintain world peace and stability. China will continue to work with the DPRK to advance the friendly and cooperative relationship between our two countries for even greater successes.
